No doubt that the higher education is one of the main components of the modern state because it provides the best level and sources of development of human thought, investment, social advancement and economic development. Survival and success of every university always depends on its positive responses towards the various local and international changes. Hence the organizations of higher education have to be well cared for and developed in order to be ready so as to face unexpected challenges and changes at the level of national and international higher education organizations and that will be through specifying suitable strategies which help states adapt with these changes and challenges. So university should doubt some rules and procedures that guarantee their quality and outcome in order to face the new world systems and compete in the international market.
