In addition to that, all achievements will not be fulfilled in the absence of the scientific research. Fields and applications of scientific research helps humanity to reach its satisfaction during recent and eternal life. As a result all nations pay extreme attention to scientific research and financially sponsores all its applications by establishing centers and corporations to encourage scientific research for advancement and satisfaction of all humanity.

The National Council of Higher Education emphasizes on the importance of scientific research so that it could issue the decree (55) for the year 2009 to establish a deanship for scientific research at universities to develop and sponsor scientific researches.
